My thought: IIRC Khrushchev "gave" Ukraine the Crimea W/the understanding that it would be Soviet. Which means it must stay Soviet, i.e. Russia has access, as if still part of the Soviet Union. Ukraine could not declare it part of its country.
I think Hitler was justifying in taking over the German part of Czechoslovakia, because of the discrimination, BUT no further. For this reason a degree of independence must be given to the Russian parts of Ukraine, but no further.
